In the Taisho Era (1912–1926), the population of Bihoro Village rapidly increased to more than 10,000. Because of the rapid growth in the population of children, classrooms in Bihoro Elementary School alone couldn’t accommodate students, and the town suffered from a chronic shortage of classrooms. To address this shortage, Biei Elementary School was opened at Higashi 3-jo, Minami 3-chome on July 1, 1921. As its name suggests, the school provided education toward cultivating the talents of children in Bihoro.
In 1941, the school was renamed Biei National School, based on the National School Order. Although each national school typically consisted of an ‘ordinary elementary school’ and a ‘higher elementary school’, Biei National School closed its ordinary elementary school in 1944.
In 1947, Bihoro Junior High School was opened under a new educational system in the building of Biei Elementary School, but it was destroyed by fire on June 28 of the same year.
